Default '91 626 warning lights on

I have a 1991 626LX. Recently I noticed that 3 warning lights were illuminated. The lights that are on are the anti-lock brake, rear lamps and charge lights. The rear lamps all work and the car appears to be starting ok so I don't think there are actually problems with these systems. Also, all three lights went off during my commute (about 10 miles) a few days ago, but then all three came back on before I reached my destination. I'm assuming it's some kind of short but can't figure out why it would affect this combination of lights. I didn't see anything specific to those three in the wiring diagram.

Anyone have any ideas?
Thanks.

I haven't checked the anti-lock brakes. I guess I could try that. What are CEL's? The only work was replacing the air hose a couple of months ago. It was fine until about a week or so ago.
Thanks.

Just found out that CEL means check engine light. The light did go on and off before I replaced the air hose since there was a large split in it. I haven't seen it go on since the hose was replaced.

After driving for about a week, it appears that the battery is getting weaker, so perhaps it's not recharging, at least not very well. Could this be, maybe, a voltage regulator problem, or something similar?

Is it possible to check the charging system myself using only a voltmeter or do I need specialized equipment, requiring me to take it to a mechanic?
