its not that they cannot be tuned, there are two types of electric motors, a brushless and a brushed motor. the brushed motor requires more maintenance and therefore is more "tuneable" than a brushless motor, which require no maintenance but will run longer and faster than a brushed motor, and for an on-road electric car to 55mph, is no big surprise, thats quite easy to do really.
