Default New to forum. Mazda protege coolant overflow question

I have a 2003 Mazda Protege and noticed that the cap had come off the overflow container and all the coolant had come out. While I was refilling the overflow I also noticed that a hose that ran out the other side of the container was not attached to anything and was just hanging, even tho it is attached to the container with a clamp. Is this normal or is it supposed to be attached to something? Can someone help me with this?

I will post a picture shortly as the car is being worked on right now. When the car was purchased by my daughter, it had a part that still needed to be repaired by the owner but he had not received the part yet. Well my daughter was moving to Georgia to start college and had to get the car before she left so I am just returning for that part to be repaired.

Also I was just told that the parts that were left in the car when it was bought are new parts that need to be installed. Does anyone know someone near Port Richey, FL that does excellent mechanic work at a super low cost?
