one of the best places to start would be www.hidplanet.com they have really cheap bulbs and ballasts. Have your bulbs already gone bad?

I saw them on eBay already! I think they were around $250.00. No saving from the dealer.

Anyone know how to have the fogs on without the headlights on at the same time?
I want to run with the fogs and the running lights on but not with the headlights on.

What kind of bulbs does the CX use?

I have a small shipment of HID kits coming in in a few weeks. $225.00 plus shipping.

If you have a reasonable skill level I'd go ahead and give it a shot. You can always stop and go to the shop if you find yourself in over your head. I've also had pretty good luck with the local dealer techs being willing to offer a tip or two on "how to". $190 doesn't sound like an exorbinant amount though -- shop time is about $80 an hour and the minutes do add up.
