Default Multiple possibilities.

If it's a cheap, no brand turbo, it could just have tight bearings that need breaking in, or the compressors could possibly be a slightly different size. Did you look at the old and new turbos to make sure they had the same number of blades?

There is no break in period on Turbocharger of your type they are bearings that support the rotating assembly, and a slightly smaller compressor or turbine (highly unlikely) wheel may have cause installation challenges because the housing would also be a different size.

Your problem is elsewhere. The first thing would be to carefully go back and make sure everything was reinstalled correctly. As you commented "had it installed" this would be the shop who installed it to look for this.
