Default mazda 6 both low beams out

Hi all. I need some help with my 2004 eudm mazda 6. As the title says my both low beams went out (the car has hids/xenons). I have tried to fix the problem by myself, but cant find any helpful info on the internet and the local mazda repair isn't an option (too expansive). So I hope someone here could help me.

Okay, here's the resent history with the car. Had a bad bulb on right side (dim with reddish color) so I changed both sides with cheap chinese ones. One month later they both went out. I thought it was just the poor quality, so I bought quality bulbs and changed them, but still no lights. Headlights get voltage and wires seem to be good. If its the ballast or igniter what would cause both of them to fail at the same time?

Edit: Relay and fuses are good. When switching the lights on igniter makes a high pitch sound. So I guess its working? Took the ballasts to an electric repair shop. They can't find anything wrong with them.
Could it be a grounding issue or voltage/current leak? Does anyone know where is the grounding point for the low beams and what is the second plug with 4 pins on the left side headlight.
