Exclamation *HELP* Cooling Fan

I drive a 2010 Mazda 6, 4 cylinder. My car starts to overheat whenever my car is not in motion and running. However when I am in motion everything is fine, whenever I am stuck at too long at a red light it will very very slowly begin to climb. I am a doordasher and when I was waiting to pick up and order i left my car running while i was inside. when i returned the car was at 3/4 of the way up. i started driving it around the parking lot and it immediately cooled off. My a/c is the same way it only blows cold air when i am in motion as well. I'm pretty sure its not the fuse or relay. It doesnt appear to be blown and it passed the continuity test on my volt meter i did however break the fuse when i pulled it out to test it so i need a new one regardless. Im thinking it might be the control unit module, does anyone know how to test that.? or if it might be something different.? ive checked both fans neither is broken in any way or obstructed, They're just not moving.
