Ground wire connected to engine bay fuse box

Default Ground wire connected to engine bay fuse box
Help please, do anyone know what the ground wire that’s connected to the engine bay fuse box goes to? This wire gets hot then my car will not start. Please help

I disconnected it to get the car to start, but now all the lights on dash lights uo

That's a power wire, not a earth. ( Potentially from the battery) What is that fuse listed as in the owner's manual?

It also doesnt' look very clean, nor does the wire on the other side of the fuse.
