Unhappy Front Bumper Underside Mounting Tabs Twisted Off

I was trying to take off my front bumper cover on my 2008 MZ5 but the 8 bolts on the front lip underside were so rusted that in trying to unscrew them, the tabs on the bumper cover with the holes in them for the screws broke/twisted off. Is there any way to repair them or do I now need to find a replacement cover from a boneyard that has the intact tabs? I'm concerned that leaving this unsecured will allow wind to rush in at highway speeds and cause other noises and vibrations and rattles. Hope the pictures give you an idea of what I'm referring to.

Get some JB weld and a piece of metal with a hole in it for the bolt. Then glue this metal strip on. It will work like magic. Ask for "JB Weld" epoxy. I used it to seal glue rubber radiator hose to brass radiator. It held for years! Add some fibre glass tape to reinforce if required and drill hole or glue the bolt in place and hold with clamp till dry. Cost $5!

For something like this you can get a piece of sheet metal (or probably even a sturdy plastic) and screw it to the broken bumper tab (use stainless or brass hardware):
