It's called the rotor hat. I painted mine quite a while ago now. I would suggest that if you're going to do it, splurge for the goodepoxy caliper paint.
This isn't the best pic of them, but if you look to the right of the caliper, or the top of the wheel, you can see a little blue poking out.
