No sorry the fan still doesn't operate at all on its own if you have the ac on then the fan works on high speed

Confirmed today the engine reaches 104 before you can begin to see coolant rising.
Fans didn't come at all
As soon as I turn on the ac the fans came on high speed and the temp dropped back down to 91 where it stayed and was maintained by the ac fans

Today I have checked mine:
Low speed on: 102 degree C, off 98 degree C.
High speed (with the low-med relay removed) on: 105 degree C, off ~100 degree C. With the high speed on, the temp comes down very quick, it can all the way go down to 92 degree C. The above test is with AC off.

FIXED
Replacing the relay mounted to the radiator cowling fixed this for me.
I recorded it at the time to see what temperatures made the fan work but forgotten now.
I believe they came on around 97 then dropped to around 91

You mentioned the fans do not kick on if the AC is not on. The fans supposed to kick on at highspeed even without AC. According to the electrical diagram, the relay you replaced is handling the slow and med speed. From my test, if the relay is removed, my fans will kick on with high speed at 105, and off at ~100 degree C.

Before the fan's would not come on unless the AC was switched on, I found the faulty relay which mounts to the radiator cowling. I replaced it, now the fans come on at low mid and high speed without the AC being on. Therefore the car is fixed.
