Default Nightmare electrical problem with my 2004 B2300

Hey guys, I just bought a 2004 Mazda B2300. It needs a state inspection, hasn't had one in a couple years. When I hook up the OBD reader box for the state inspection machine it will only connect to the truck when the engine isn't running. So if I have the ignition set to on without the engine running, it works fine. As soon as I crank up the motor it disconnects most of the time. Sometimes, but very rarely, it will connect for a few seconds with the engine running but then disconnect again. It connects every single time if the ignition switch is just set to on without the engine running. But the engine has to be running for the state inspection.

Anything at all could potentially help me here. I don't know if it's a wiring problem, like a bad ground, or if the ECM is fried. The OBD box for the state inspection computer always has power so power delivery is not the problem. I need this fixed asap so I can register the vehicle.
