Default Fuel filter on 1996 B3000

My B3000 is skipping really bad. I changed the plugs but that didn't help. I want to check the fuel filter. where is it located? Is it in the same place on a Ranger of the same year? Will I need special tools to get it off?

Likely same place as on that year of Ford Ranger 3000. Most like bolted to one of the truck bed frame rails, could be on outside side of the rail, or the inside.
