94 MPV starting problem

I am working on a friend's 94 MPV with a V6 3.0, they're timing belt broke a while ago, and they took it to a mechanic to get it fixed, didn't know the area at the time, so they took it to the first one they found. he replaced the belt, but the timing was off, and they just drove it, because it atleast ran, at the time. and then they took it to another mechanic, he tried to fix it, but only turned the distributor's position, sure that made a difference, but it never was perfect. then they met me, they were greatful for that they say, anyway, it overheated, and made a ton of racket when it ran, took one look under the hood and noticed the harmonic balancer came loose, so i took it apart, fixed that, started it, first time running in almost a year, they loved it. and i told htem i could tell by the little bit of sluggishness it had on rev, that the timing still wasn't right, so i took it apart, lined up the crank mark, and both cams were off about 2 or 3 cogs, so i removed the belt, lined up the cams, and the crank, and put the belt on, wont start, only crank. and i never once moved the distributor. so at that point i pulled the cap off to look at it the rotor, and it was 2 cogs off, so i turned that, got it lined up to the #1 firing point on the cap, as the repair manual says, plus have both cams and crank lined up to TDC, it still wont start, only crank... any ideas? i'm sure it's something simple, i've always been the one to forget the simple things. lol
P.S. it did start before my attempt to fix, i think i'm forgetting something simple in the timing process.
