Default Problems with Heater

Ok, since it is really cold out, I would like selp help solving this problem that is bugging me.

I turn the heater on, set it to 90 and turn the defroster on to get the windows to defrost...

go inside get dressed for work, come out about 25 minutes later... the vehicle temperature is up to normal in the middle, but the car is still blowing cold air.

so I scrape the windows and move on...

and then it starts to blow hot air. The car will not blow hot air out of the vents until the car is in motion, then the hot air blows out.

SO..... where is the problem, and how can I fix it?

Possibly low on coolant. The coolant recovery jars are famous for leaking out the bottom nipple. Water pumps are pretty common too.
