Millenia headlight bulb retention?

This is probably a really stupid question, but I cannot get the headlight bulbs to stay in my millenia. They are very hard to reach, and it is difficult to tell how they should be oriented. Beyond that, There is no obvious locking ring or other device to hold them in place. There is a roughly 2-in dia grooved ring that fits behind the bulb flange, but it doesn't seem to have anything to engage. Is something broken, stripped, or missing? If anyone could give me a fairly detailed description of how this is supposed to work I would appreciate it.

RE: Millenia headlight bulb retention?

the bulb is held in by a spring clip. that round cover is just that, a cover. the bulb has tabs on it, it only goes on 1 way. if the tabs dont seat, you have the bulb in the wrong position. on our 99's, the wire harness ends up in the 6 oclock position
