new engine high leak down
 

I have rebuilt a 2.3 turbo for my 2008 mazda cx7. After installing it rattled like crazy and I determined that the machine shop had placed to much gap in the valves. So, nicely I took it back and they agreed to regrind the valves so that they were closer to specs. Now, engine all back to reassembled and about to pop it back in I stopped because after installing the timing chain and doing the hand crank over i felt no resistance on the compression stroke. (using timing peg and cam plate) Before I had about 145 lbs without the rings fully seated. Now, with just a few cycles of hand cranking I get about 25 lbs. albeit its not the same as the starter cranking it over. So, I placed my leak down tester on #1 and I am getting about 11% leakage and all others are about 18% some from the rings, some from the intake valves, some from the exhaust.. I place oil in the cylinder and continued to get air from the intake valves. I took the cams off and both manifolds and applied 100 lbs air, I held a lighter over each port and if it blew out it proved leaky valve. Now, I know a proper leak down test is when the engine is warm but I have the engine out of the car. My question is will the intake valves seat better at operating temperature or should I take the head back to the shop for the third time to properly seat the valves?
