I can downlead the File, it does not extract and load on to my PC. Click Open, and nothing further happens?

A few things to try:
1. Turn off your antivirus if you can.
2. Uninstall the latest Windows updates.
3. Restart Windows in Safe mode and try installing the app.

I have tried everything, even called Microsoft. Nothing works to get the File to Install.

Do you have access to another computer? A laptop perhaps?

No, only an IPAD, which cannot do this.

Finally got it to work. Had to Reset Windows on my PC. Something must have been corrupt.

My Windows File must have had Errors, so there is an Option to Reset Windows with New Install. Finally worked to solve this issue.

The first thing to try is "SFC /scannow" in an administrator level command prompt. That will fix corrupted files in the Windows file system without disturbing the rest of your installation.
