Put 1 shoe on first then put the adjuster on with it screwed all the way in. Then put the second shoe on and with a thin bladed screwdriver put the screwdriver in the hook of the spring and the end in the hole of the shoe it goes in and let it ride to the hole in the shoe.

First, make sure your adjusting hardware on both sides is clean and lubed a little. One side is left hand threaded, note. Then adjust the adjusters "in" all the way. To get springs on (on my VW as well), I insert one end then clamp a vise-grip tight on the straight part of the spring on the other end, and pull/use my weight to get the other end in its hole. That's never failed me yet, and I do have an "official" brake spring tool as well.
