UPDATE: I took the top off and moved the needle by hand, spraying carb cleaner through both ends to remove the gunk. The truck now gets fuel pumped into the bowl, but doesn’t like to start all the way up. By that I mean it will fire a few times when I try to start it, but then will get back to just the engine turning over with the starter. Thanks for all the help so far! I have learned a lot, and gotten the truck to seem a little bit closer to driving.
Debris / gunk could also be clogging the metering passages within the carb body. If there’s rust in the tank, and the truck sat for so long, that carb probably needs rebuilding or replacing. Replacing with a Weber aftermarket is the way to go. A worthy expense for an otherwise free truck. And if things don’t work out in the long run, you can sell the Weber, and sell other parts off the truck and end up making decent money. Parts for these trucks, at least certain ones , are getting rare. Also, make sure you check the tank for internal rust. The tanks also tend to rust through and leak at the back part where the mounting bracket traps dirt and whatnot
