Default 1991 b2600 4X4 fuel problem?

I have recently inherited a 1991 b2600 4X4 pickup and when I try to start it it runs for about 5-10 seconds and then dies. It does this same thing everytime I try to start it. Would this be caused by the fuel filter or fuel pump and is there a way to check it as I am on a very limited income so cannot keep buying parts that do nothing to help to keep it running? Please help!

This is a 4-cylinder 5 speed cab plus pickup - b2600i. Says SE-S on the side also. We took off the gas line on the fuel filter and the gas comes out fine, could it be an electrical problem?

If it still has the oe carb on it. It is prob junk. It needs a Weber. If it has the Weber already then it might need a good cleaning or a rebuild kit. Also check all the vacuum lines for leaks and the fuel lines for small leaks the smallest leak of either will mess the motor.
