wierd question?

can you get away with only changing the pully or do you have to change the water pump?

you can just change the pulley, but why do you need to change it? if it is wobbly, it is the shaft on the water pump and not the pulley.

what is the real issue.

Change the pump. The risks of not changing it are not worth the little savings you might gain in the short run.....

I would say change the pump while you are at it. But the question remains what is actually wrong? if only the pulley then you can get away with it, and if the pump then well I think you can get the idea.
