Timing belt major issues

Does anyone one kinow if the bolt hole that holds the tensioner pulley on a 95 2.5 is a through hole or a blind hole, seems someone has been in there before and broke it off. Don't want to drill all the way through the block, or wolud this be accessible with the intake removed?
