Default throttle position sensor adjustment

i have a 97 626 lx 2.0 automatic. i have a idle problem that i cant solve, my idle in park is 1500 rpm, when it is in drive it jumps between 600-1000, also while drive i can feel the idle going up, sometimes it makes the tranny engage hard when shifting from park to drive, i have cleaned maf, replace iac ($600), clean throttle body, all that is left is the tps, i got the haynes manual and followed the instructions for testing the tps harness it puts out 5 volts (ref + neg) and the sig and neg i get a reading of 4.56, the manual says it is 0.5-1.0 volts so i adjust the tps but cant get anywhere near 1.0 the lowest i am able to get is 3.96 volts, so i replace the tps, but i still get 3.90 or more as the lowest voltage. what do you think may becausing the voltage to stay so high????..oh i also adjusted the accelerator cable. any ideas would be greatly appreciated.
