How to fix?

Hello all,

I have this tapping sound at the rear of the car. I think it is the TSB below. I also have strong smell of gas fumes in the same area as the CDCV. Could these two be linked? Has anyone ever replace this before? The dealership wants $200 for the CDCV and the bracket (kit).
any help is wonderful.

Thanks!
