Fuel pump relay no ground, what to look for?

2000 626 4cyl 5spd
So the fuel pump relay ground pin is controlled by the PCM, as I understand it. And my PCM has apparently decided that it doesn't want to allow the car to start.

Pump works, as I can jumper the relay connections to turn it on. But the relay ground pin (85) is not being grounded by the PCM.

So what can I look for? I've read that it could be a bad crankshaft or camshaft position sensor but I don't want to just throw parts at it. I put a meter on the camshaft sensor and resistance is in the correct range. Haven't gotten to the crankshaft sensor yet.

Is there anything else that the PCM could be monitoring to cause this no-start situation? thanks,

Only other thing I can think of would be the PCM waiting for oil pressure to rise before grounding the relay............
