Ah!! I just remembered....
The V may recenter itself since the pressure in the system is now equal, but the plunger for the switch is not liable to reset itself. Therefore the fix (and it's an easy one) is to remove the switch, pull down on it's plunger and reinstall.
It's gotten dark on me here so I'll check for that tomorrow afternoon, Virgin1. Thanks for the suggestion and I hope that is the fix. I just can't get the rear calliper to start engaging when the brakes are pumped.

And to answer your other question: It doesn't matter whether or not the engine is running when bleeding the brakes. Though you have a power "booster" that's all it is. there is still a physical connection (linkage) between the brake pedal and the master cylinder.
It truly sounds like the balance block has shut down one half of the system due to a pressure imbalance during the pad install. I suggest you find it, pull the switch and recenter it manually. A small screwdriver should do the trick. Then try bleeding the brake system.
