Default '99 Mazda 626 LE 2.0 lights surging

Well to start with thank you, this is my first time posting to aforum. I have perused this forum upon occasion, to troubleshoot mysick girl. But this one defies light research. So ahead of time THANKyou all.
Alright to the facts, I had the alternator and its belt replacedin February, but not the other belt, seeing as how their is like1-1/2 in clearance in there and I have kind of beefy hands. I alsoreplaced the battery, the negative cable, the positive cable to theengine fuse box as they had been fairly corroded the main positivecable looks good and the interface between cable and fitting does notfeel corroded. Also last year around the same time I had the Fuelpump replaced, usually I have been lucky and major repairs have beenaround Income tax return time.
Starting this last Saturday the lights where surging again at stoplights, a few minutes later the engine was surging slightly as well.Once it has sat for awhile like while shopping, when I come back itis fine. It seems to be exacerbated by turning on the headlights.Then as of yesterday my wife said on her way home the engine soundedlike it was making a fluttering noise. I drove her to work thismorning and all the way there about 15 min drive it was fine, on theway back the lights started to flutter, about ten min later almosthome now, there was a slight fluttering sound from the left of theengine compartment while I was driving. When I arrived at home Icould see nothing the belts seemed fine. So turned it off came up andfor about an hour looked through this forum. Came up nodda. Went backdown and sat in the car running for about 15 min and nothing I amperplexed.

Even though they are new have the alternator and the battery checked using a load test.
If they are fine we need to know how old the ignition parts are, etc.
