88 323 injectors not working
 

1988 323. I've tracked my fuel problem down to the injectors. I have fuel at the injectors but they don't seem to be opening. I checked the fuse that said 'fuel injection' by the left strut tower and it was o.k. Can anyone tell me how to see if they are getting power? I unplugged a injector and put a meter in each wire and turned the car over. It showed nothing. Is this the correct way to check them? Is there a relay somewhere and where might I find it? Anything else to look for that tells the injectors to fire?
