1998 626 overheating, fan won't turn

Trying to troubleshoot this problem without any luck. Fan comes on if I disconnect the Coolant Temp sensor, I replaced the sensor and this did not help. Swapped the relays around without success as well. Looking for any other suggestions...Thanks!
