1991 Mazda 626 Crankshaft/Pulley
 
So i have a 1991 Mazda 626 and the crankshaft pulley( some people call it the balancer ) slips when the AC unit cranks on. This obviously makes it impossible to time because the notch is slipping past top dead center.

Basically I have to get this thing smogged and I cannot smog it if the tech cant "Time it"... even though it is really timed, just the actual measurement is off.

Does anyone know where i can purchase a new pulley, or fix this one? I will soon just resort to welding the 2 pieces together, but i really don't want to =\

Maybe the belt is worn. Or the pulley itself maybe worn out.
