I have a 2009 Mazda 3. Base model no flrills not even intermittent wipers.
My blades were frozen to windshield but I didn't know when I turned my wipers on. Pass side moves about 4-6" drivers side not at all. Unstuck driver side from the glass but now nothing happens when I turn the wipers on. Checked a fuse under glove box and it was good.
Where do I look now? Is there a relay? Another fuse besides the one?

 

You might want to check to see if you stripped out the hub of the wiper arm; the motor and underlying mechanism may well be turning.
