surging Miata

I have a 2001 Miata that bogs down at low rpm and then surges around 3 to 4K. It's very annoying. My 1990 did nothing like this. Any ideas?

could be any number of things. could we get some more info?

1. mileage
2. recent service
3. any modifications
4. is there a check engine light
5. auto or manual
