Default Rim Cleaning Help

I bought a used car recently. 03 Mazda6i.

The guy that had it before me put custom alluminum rims on it but evidently let them go to ****. I have tried using soap and water and scrubbing away as well as trying to soak them and allow it to come out and using an alluminum wheel cleaner I got from autozone. I got the dust and whatnot off of it but the majority of the problem remains.

Take a look at the pictures and let me know what you think can be done. At one time they were nice rims not so much now. I was considering just throwing them away after the winter and getting a new set of 18" wheels for the spring.

(these are big images so I am going to code the links)
