Remote Key Fob programming Problem

Have a 98 B4000. Original owner lost key fob. went to ford and bought a new one. someone said lock/unlock twice, cycle ignition 8 times, locks would cycle, hit any key on fob. Did it but locks don't cycle. what did i do wrong? anyone?
