Premacy Sport clutch issues / change?

So my premacy sport 2003 clutch is really low and thinking it may be due to change soon, it gudders very slightly when pulling off in 1st gear, it idles about 600 - 700 RPM.

Is it running too low or is the clutch on the way out?
