Default Possible bad instrument cluster?

I have a 2005 Tribute 3.0l V6 and the temperature guage stopped working. Originally the CE light came on and I pulled a P0128 OBD code. I flushed out the radiator and refilled the coolant as well as replaced the thermostat. The car is warming up to the correct temperature and the coolant fans kick on when they are supposed to, but the temp guage never moves and the code comes back after I reset it. Is this possibly a bad gauge or might it be the coolant temp sensor? Any clues would be appreciated.

You may want to check the coolant temperature sensor:
