Mazda 6 2.2 diesel r2aa 2009 engine timing

Default Mazda 6 2.2 diesel r2aa 2009 engine timing

I have just replaced my engine and it will not start. I have gone through loads of checks to try and find the problem i am now checking the timing (as the garage changed the timing chains prior to dispatch) the cam and crank appear to be timed correctly, however the balance shaft appears to be 180 degrees out none if the marks line up.
My question is with the main timing marks lined up at top dead centre should the balancer marks line up or do i have to rotate the engine through a further 180 deg to line the balancer timing marks up if not how do i set up the balancer timing?
Would the balancer timing prevent the engine from starting? Thanks a lot
