Angry Low Beam Issues- MAZDA CX9 AND OTHERS

We recently had some repair issues to the front end of our 2018 Mazda CX 9 and every since, the headlights appear to shine into the ground past 30-40mph. When tested in a garage against a wall or at the auto shop, they appear to be "in spec", but it is very dangerous to drive the car at nighttime. Shop has no clue and really refuses to put any effort in, since it measures in spec. They also advise they cannot adjust any higher. Any ideas of potential problems or solutions. At this rate, I would not recommend a Mazda to anyone for pure safety reasons.

If you had a front end collison the only resolution is getting it repaired right. What does in caps "CX-9 and others" mean? You have this problem in other cars?
