Default Hybrid Battery Function.

Test driving a CX60 Phev for a week. Great car to drive.
HOWEVER….
EV mode hasn’t worked until today. I had put this down to the temp being -7 but I eventually discovered that if the battery has less than 40% charge it seems a hybrid can’t switch to full EV mode.
I’ve also read not to charge the battery beyond 90%.
I’m new to all this EV malarkey, so does that mean I can only use 50% of the battery capacity for EV mode?
If so, does that mean the possible distance covered in EV mode will be 50% less than the figures provided by Mazda or is the cut off and recommended charge levels already accounted for in their figures? Car reviews suggest 30 miles as opposed to Mazda’s 39, so am I looking at 15miles?

Charged the vehicle this morning to 80%. I’ve drove no more than 6 miles and the battery is now showing as below 40% and I can no longer engage EV mode. I reckon only 3 or 4 of those 6 miles was solely in EV mode as I tested the various `mi-Drive options.
3 miles using almost the full charge available in EV mode ain’t great regardless of the outside temperature.

Perhaps someone could explain in detail how it all works or point out where I’m going wrong.
