Flashing 77 Air Bag Code; What's Wrong?

I have a '97 626 that is flashing the airbag light 7 times, then 7 times again, then longer pause and repeats the 77...

Anyone know what is wrong? I do not have a shop manual; I suspect that would tell me. Any help would be appreciated.
