Default Excessive rust on brake hubs

I have just noticed an excessive amount (or at least I think it's excessive) of rust on the brake hubs in front of the rotors. Have taken it to the dealership and they are "working on it". So far they have no clear answer as to what is causing it. The car is only a year old with 13000 miles on it. Has anyone else experienced this same problem?[&:]

2004 Mazda RX8. Yes, I probably mean the hat (sorry not real good with all the parts yet). When you look through the spokes on the wheel you can see the rotor, well it's the piece between the wheel and the rotor. Hope that helps.
