Alloy Wheel Decay? What to do?

Default Alloy Wheel Decay? What to do?

I have a 98 Mazda B2500 with the optional alloy wheels. They are supposed to be alloy, but might have been chrome plated? There are several areas on each wheel where the finish is nasty. It looks like some kind of corrosion. I tried polishing it with alloy polish, rubbing compound and finally a dremel tool all with no success. Is this chrome plating that has gone bad? Is there any fix short of stripping the wheel and having the plating removed?
