car will start. shut it off,restart and it wont. unhook batt and connect will start

so we have a 2005 mazda 6 4cyl at the shop. we eliminated the battery, starter relay as an issue. so if you disconnect the battery and reconnect it will start then you shut it off and it will not start back up. btw we put a new battery, relays, ground wires in. I have never seen a car do this.
