I've now read a few UV-C projects where they tested various bulbs and there were wild inconsistencies in output not just between manufacturers but between bulbs of the same make/model.

He put in the wrong LED lights. I tried a couple before I found a really excellent set, the Sealight X4 series. Brighter than HID, maintains a sharp cutoff pattern on low beam and the high beam lights up a mile down the road like a carbon arc search lamp. These lights are literally like night and day on my daughter's CX-9.
I too have found LED lights are very varied. I actually got flagged by the VIrginia vehicle inspection guy for having LED lights that were not legal because they were too low in light level. I went back to halogen. LEDs from the factory are the best way to get LEDs that match your vehicle and legally supported.
