Dog fur embeds within carpeting so a vacuum will not do anything until the fur is broken free from the carpet by a brush or other tool.
There are a few different rubber tools for sale on Amazon, they look similar to a window squeegee and when scraped over the carpet the tool dislodges the fur so that so that afterwards any vacuum may suck it. I would add and recommend either before you ever introduce a fur bearing creature to your vehicle or after you do clean and remove the fur to treat any and all fabric material with either 3m fabric treatment or more professional based fabric sealer.
