I have an 07 3 sTouring sedan. Does anyone know of a good way to upgrade my lighting to the factory Xenon headlamps and LED tail lamps that come as standard on the Grand Touring models? (I want to upgrade the lighting but maintain the stock look.) Can the dealer do this for me?

I wouldn't even talk to the dealer about this.  If you want to do HIDs then you have a few options:
1. buy replacement OEM HID headlights.  They run $815/ea from the dealer, plus bulbs and ballasts.  You can probably find them much much cheaper used somewhere else.
2. retrofit HID projectors into your existing headlamps (replacing the halogen projectors)
3. get an aftermarket HID kit and use that in your halogen projectors.

As for as money #3 is the cheapest.  As far as quality of lighting option #2 is the best.

For tail lights you can get the stock tails, or you can go with one of the several aftermarket options. Installation is pretty simple as long as you have a socket wrench and a bit of time.

Spots, What do you mean with number 2? Also, you can put the OEM HID's in the car with the manual leveling? And zrh1124 here's a site you can buy the stock LED taillights...

WOW!!  Every body's on tonight.  COOL!!  W/all the election stuff happening I have been finding the Internet v-v-e-e-e-r-r-r-y-y-y-y - - s-l-o-w - - t-o-d-a-y! 

I just wanted to point out to others that may see this that those "European" factory LED tails that Xenon Store offers are ONLY for sedans  .... and there is some question about legality in the States as they do not come with a side marker or reflector.  Retrofitting might be required.

What I meant with number 2 was that you purchase HID projectors from another car (popular ones are BMW e46, Acura TL, Evo, etc.), open your headlights and replace the projectors with the new ones you puchased.  It requires a certain amount of fabrication so it shouldn't be taken on by the light hearted.  You can also find companies that will do this for you.... but they're usually pretty pricey even if they do great work.  You'll get a better beam with better HID projectors.  Alternately what some people with OE HIDs have done is replaced the frosted lens with a clear lens from an Evo, and spaced the shield out with washers to give it more of the color/flicker from the sides of the cutoff.

As far as manual leveling in a car that didn't come with it...... that's a difficult one.  In theory if you bought OE HID headlights with the leveling motor you should be able to hook them up to power and to a leveling switch.  There was a pretty long thread about it on mazda3forums however it kind of stopped dead this past winter.... too bad.  I think they were mostly trying to work through the factory wiring as much as possible which was probably what was making it more difficult.
