Is this TSB referring only to US/Canada models (ie not Europe)?

It is a US service bulletin but some of the problems would be common on all cars. I think this particular one is only for petrol models.

My first bet would be the TPS (Throttle Position Sensor)

Same here. Our ''06 has 50k miles now and it has kept doing it all through out the years. When we took it in last time over a year ago, they could not replicate the problem. Getting ready to take it in tomorrow for general maintenance/tune-up and will likely ask them about it again.
