10K's are illegal EVERYWHERE, and with good reason too.  They reduce the available light output by well over 1/3.
Look at it this way: You have a standard 75w soft white bulb.  You also have a 75w black light.  Both draw 75w for maximum output, but the black light is nearly impercetible compared to the soft white bulb.  That is slightly exaggerated, but the principal is exactly the same.  The lower the kelvin temperature, the greater the usable output.
For the best light in which to see by, stick w/4-6k's.

As far as kits are concerned, you get what you pay for, and these can run a couple hundred bucks for a good one.  Stay away from most eBay sellers.

Well in all honesty all aftermarket kits are

illegal EVERYWHERE
.  It's just 10000k is alot more noticable.  And as stated it doesn't produce a very good output.  The 4000k range is where you should go.  But if you desire more color no higher than 6000k.  And Apexcone has done well by me.

Yes, I saw that. But since you hardly ever post (14 in 2.5 yrs?) I just became aware that you were a member.
I like it over here.  It seems closer knit, but also a lot of one-off, single question posters too.....  :(

Stay away from the posers.  The "blue bulbs" are Garbage w/a capital "G" and will not light the road enough for you to see @ night. Plus, they will cause severe eye strain.
If you want HID"s and the car you own was not equipped w/them from the factory, buy a conversion kit. You will be much, MUCH happier.
