I simply use Paint (comes with any windows PC) to Stretch/Skew pics...will make them smaller.

ifran is a great program.  It quick and doesnt bog down your system like paint.  It takes no time to load up.  Lets you define the sizes much better than the skew on paint.  As usual, micrsoft is designed by idiot savants.  Use ifran.
